Position Title: Accountant/Assistant Finance Director
Salary: $34,465 to $48,000 - DOQ
Immediate Supervisor: Finance Director

Position Description

Under general supervision of the Finance Director, and working in a team environment, this position performs a variety of professional, administrative, and technical finance and purchasing functions for a growing and dynamic municipality.  Conducts strategic financial analysis, prepares and updates a variety of management reports, internal reviews, policies/procedures and related documents.  Knowledge of fiscal functions and practices of municipalities, municipal experience in accounting, financing, budgeting, purchasing, tax, water, sewer and garbage customer services, municipal operations, capital debt management, data processing and fleet operations preferred.  Duties are primarily related to Water and Sewer utility billing, customer service and collection; general accounting; budget preparation and administration; investments; accounts payable and receivable; and payroll; however, other areas are assigned on an as needed basis.   The ability to effectively communicate and lead in a variety of financial areas with staff and citizens, and ability to establish, accept, and control policies and procedures of the City will be essential to the success of Accountant/Assistant Finance Director.  We strive to provide prompt and exceptional public service to our customers and encourage creativity and innovation.  We value teamwork, cooperation, and a commitment to staff development.  Our new Accountant/Assistant Finance Director will be expected to exhibit these values as a member of our organization. Required Licenses or Certification

  • Certified Government Financial Officer (CGFO), Certified Public Accountant (CPA) and/or Certified Cash Manager (CCM) preferred, but not required.
  • Preference may be given to a candidate with governmental accounting experience and experience with IBM AS400 using STW accounting software.  Strong Excel, Outlook, Word, PowerPoint, and internet research skills needed.  The City is implementing a Windows based accounting software package developed exclusively for local government by STW, Inc.

Basic Minimum Education and Experience

  • Two years of general accounting experience required; experience with municipality or other governmental entity preferred. Requires good working knowledge of theory, principles and practices of Governmental Accounting and Auditing Standards (GAAP & GAAFR) and Governmental Accounting Standards Board (GASB) Statements. 
  • The successful candidate will have exceptional human relations skills, effective oral and written communication skills, and must be able to perform with a minimum of supervision. Must have advanced word processing and spreadsheet skills.
  • Work requires broad knowledge in municipal finance.  A Bachelor’s Degree in business, finance, accounting, public administration or related field, plus continuing education in public finance and management is preferred.

Position Title: RESERVE Patrol Officer (1 Position w/o Pay)
Immediate Supervisor: Police Lieutenant

Job Summary

Under general supervision of the Police Lieutenant, performs a variety of police and law enforcement activities. Tasks are service and protection oriented, and include collecting and dispensing information, arbitrating disputes, providing assistance, protecting and recovering property, preventing crime, investigating, and providing other public protection services.  Incumbents perform duties in accordance with State statutes, City ordinances and established departmental policies, procedures, and guidelines.  Performs other related work as required or assigned.  The position requires working different shifts, special assignments, and working weekends and holidays when assigned or required by shift scheduling.

Required Licenses or Certification

Applicants must currently hold a permanent Texas Peace Officer License, Basic Proficiency Certificate, or higher, issued by Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE).

Basic Minimum Education and Experience

Applicants must have reached his/her 21st birthday prior to appointment.  High School diploma or GED, or twelve (12) hours of accredited college or university education.  Two (2) consecutive years of experience with another Texas law enforcement agency.  Possession of, or the ability to obtain, a valid Texas driver's license.

Position Title: Paramedic – Permanent Part-Time/Weekends
Salary $13.75/hr.  (36 hrs./week)

Job Summary

  • Responds to all medical emergency calls during assigned part-time hours or on weekends and performs all duties necessary to provide adequate medical care to patients in a pre-hospital setting.  Employee will take on leadership role in his/her capacity in relation to the job duties as assigned by the Administrator.  Job duties may be administrative as well as Lead role during emergencies.  This position is eligible for participation in City’s retirement plan with TMRS.

Essential Functions of the Job

  • Responsible for performing patient care on routine ambulance calls on a part-time basis.
  • Must be able to work 36 hours per week.
  • Must be able to offer a flexible schedule including Days, Nights, Weekends, and turn in availability for one major holiday and one minor holiday per calendar year.
  • Must be able to assist and coordinate with other emergency medical treatment services at the BLS, ALS, and MICU levels.
  • Responsible for processing all run sheet data for ambulance calls assigned.
  • Responsible for providing routine maintenance of vehicle and equipment and inspecting and servicing ambulance to insure necessary supplies are in stock and equipment works properly
  • Responsible for maintaining proper inventory of medical supplies and purchasing of medical supplies and equipment.
  • Performs other duties as may be assigned by immediate supervisors or their designees.

Minimum Education and Experience Requirements

  • High school diploma or equivalent (GED)
  • Must be able to pass the City of Nassau Bay EMS protocol test with a satisfactory score

Skills, Knowledge, and Abilities

  • Knowledgeable of all aspects of Emergency Medical Services (EMS) operations and general knowledge of federal, state, and city laws and ordinances.  Ability to communicate effectively (written and oral) in English and to lift and carry patients as needed.

Required Licenses and Certifications

  • Licensed Paramedic certification or Emergency Medical Technician-Paramedic (EMT-P) certification by the Texas Department of State Health Services.
  • Texas State driver’s license with acceptable driving record.
  • Basic Cardiac Life Support certification.
