City Actions, Taxes and Ordinances
Being good stewards of Nassau Bay residents’ tax dollars is a priority for the leadership of Nassau Bay. We realize if our plan for an enhanced community and robust tax base is to be beneficial to our residents, we must move forward with a strategic plan based on solid research and clear measures of success.
| What steps have the City taken to prepare for the new development? |
A: In anticipation of the new development, city leaders and Planning Commission members began laying the groundwork several years ago to ensure the success of this endeavor.

| What was the purpose of the Urban Planning and Advisory Committee? |
A: Over a period of several months, a nine-member volunteer citizens’ committee worked to create development principles to guide the look and feel of proposed development plans.

| What are the Development Principles? |
A: These principles define the overall intent of a project or projects and are meant to serve as references when making decisions regarding the development of a particular area. Our Urban Planning Advisory Committee recommended development in Nassau Bay have the following:
Themes:
- Emphasize small-town feel
- Capitalize on waterfront location
- Leverage historic association with space program
- Consider using the arts as a cultural theme
Community Development:
- Create a walkable mixed-use community
- Develop “urban” waterfront housing
- Focus development on a variety of new public open space
Retail Development:
- Create “gateways” along NASA Parkway to increase awareness, drawing visitors into the city
- Attract services and boutique retail to provide shopping experience for local residents
- Provide infrastructure that will attract visitor-related entertainment development

| Is City leadership required to post meeting announcements relating to development? |
A: All required notices and legal requirements regarding the proposed development have been met and exceeded. Required public hearings will be held and all legal milestones have been, and will continue to be, met. The meetings that have been held regarding proposed development are preliminary and authorized as pre-application meetings.

| Are city residents allowed to share their thoughts on the proposed development? |
A: Absolutely! The City has sought and allowed citizen input at all the Planning Commission and City Council meetings. Once the City receives the final Planned Unit Development (PUD) application, it will be treated with exacting standards of public disclosure. It will be shared with our citizens and public hearings will be held. Citizen input is highly desired.

City Leader and Planning Commission efforts included:
- Working with urban planning experts to understand why growth stalled in the city and the best way to reverse the current decline.
- Establishing the Urban Planning Advisory Committee to create development principles to ensure construction complements the look and needs of our community.
- Developing improved zoning and taxing regulations.
- In 2002, the City established a Planned Unit Development (PUD) ordinance to support controlled master-planned growth, including mixed-use development.
- In 2007, the City established the NASA Area Management District, an important economic development tool that works to enhance improvement efforts within the city’s commercial areas.
- In 2007, the City established a Tax Increment Reinvestment Zone to capture and reinvest new tax revenue in the commercial area for needed public infrastructure and city needs.
